With the Illinois primary election just around the corner, some top candidates have decided they can afford to skip a debate or two.
Republican Senate candidate Mark Kirk won’t take part in a televised debate Thursday in Chicago.
Republican Andy McKenna skipped a debate in the governor’s race this week. He and Jim Ryan will miss another debate next week.
And Democrat for Senate Alexi Giannoulias plans to skip one later this month. It’s a time-tested strategy for top candidates to ignore the trailing candidates whenever possible.

Republican Senate candidate Mark Kirk won’t take part in a televised debate Thursday in Chicago
. .Hinsdale developer Patrick Hughes said it’s time Kirk shows “he is willing to answer the tough questions.” “I sense he is not willing though because he knows they will not like the answers he has,” Hughes said in a statement.
Polls show Kirk with a huge lead in the Republican race for President Barack Obama’s old Senate seat. Thursday’s debate is open to all candidates in the race, even those barely registering in the polls. From a strategy perspective, Kirk would have little to gain from sharing the stage with those candidates.
Participating could send voters the message that the others are legitimate contenders and give them a high-profile opportunity to take shots at the front-runner. Debate organizers often exclude candidates below a certain level in the polls — sometimes 5 percent. In the last Chicago Tribune poll, Kirk was the only candidate topping 3 percent. But that poll was weeks ago and without more current results, the League of Women Voters of Illinois decided not to exclude anyone based on old results, said executive director Jan Czarnik.
Kirk campaign spokesman Eric Elk said there was an issue with the debate date. He didn’t elaborate but said Kirk would take part in a debate later this month. Another Republican,
Don Lowery of Golconda, also has declined, according to the league. Of the six Republicans running, Hughes, Andy Martin and John Arrington have so far agreed to participate in the WLS-TV debate sponsored by the league and the Better Government Association, according to the league. Kirk’s absence gives them an hour of TV time with no rebuttal from him.)

Mike Madigan’s Web site not helping Dems

An election going on? Don’t be silly. A primary on Feb. 2?
You’d never know it if you just happened to be a Democrat on the hunt for a list of candidates and mistakenly thought your very own Democratic Party of Illinois was there to help you figure that out.
Last year (April 2009) I Googled the party’s Web site only to find it hadn’t been updated since 2006. And so its roster of candidates included Gov. Rod Blagojevich (who had been impeached and removed) and the address of his Ravenswood political office (which had been bugged by the FBI prior to Blagojevich’s arrest and indictment).
Time flies, I guess, but honestly. Had it escaped the notice of the state party headed by House Speaker Michael Madigan that there had actually been elections since 2006? And that included the 2009 congressional special election for Rahm Emanuel’s old seat, something a slew of Democrats sought before Mike Quigley finally won.
Yesterday, just for fun, I returned to the state party Web site to look around and see what might have changed.
It was a relief to find that Blagojevich’s picture had been taken down. And the 2006 candidate roster was gone.
Then again, if you click on the “Candidates” tab today, you won’t find any candidates at all. None. Instead, you’ll find a statement: “This section is under development. Please check back again soon.”
Soon? The polls close in 17 days.
While it is true that Web sites do not an election make, sometimes they reveal something about the moving force behind them. The same way a palm reader deciphers the lines of a person’s hand.
And there is no stronger hand in the Democratic Party of Illinois than the one attached to the titanium arm of the sphinx-like Madigan.
Little wonder then that none of the politicos I called yesterday were eager to be quoted for this column.
But what they had to say was interesting nonetheless.
One very chipper young operative enthused that there were “many other sites” organized by state and local Democrats offering information and training for the election. The operative suggested that potential Democratic voters could go click on the “Illinois for Obama” site, for instance.
Now I don’t know about you, but if I’m on the hunt for who the candidates are for, say, state Treasurer, an Obama site might not be the first place that would leap to mind.
Another politico, one with a little more experience and a lot more candor, put it this way: “Mike Madigan has no interest in electing candidates in Illinois if it isn’t in the House he controls or for his daughter.” That would be Attorney General Lisa Madigan.
Late Tuesday, Madigan spokesman Steve Brown argued that, given the ethics battle that took place in the General Assembly this last session, the real reason no candidates are listed is an attempt to remain neutral in all of these races. Sorry, not buying that.
I am not suggesting that, despite the fevered hopes of Illinois Republicans, that this off-year election will bring oxygen back into their airless GOP tent. But if you are a Republican in search of who is running for elective office, your state party is falling all over itself trying to help. The Illinois Republican Party, headed by Pat Brady, offers a long list of candidates, including six U.S. Senate hopefuls and seven gubernatorial challengers, plus quick ways to volunteer or make contributions electronically.
Madigan’s site, in pathetic contrast, provides a P.O. box to send snail mail or a phone number for you to call.
Even DuPage County — repeat, DuPage County, where a few years ago there weren’t enough Democratic voters to fill a phone booth — now has an informative, extensive Web site packed with election information. The Democratic Party of DuPage County puts the bigger, older, richer state party to shame.
Somebody should be embarrassed. But he’s not.

But if Patrick Hughes (R) and/or David Hoffman (D) are really going to make a race of it, they need money. Neither raised even $400,000 in the third quarter, and Hoffman set an ambitious goal of $2 million in the fourth quarter. Both can self-fund to some extent, but Illinois is expensive. Keep an eye on Hoffman; Giannoulias’s numbers are worse than Kirk’s, and Kirk seems pretty confident right now. - Because voters hold Republican leaders to much higher standards than they hold Democrat leaders, why are there so few requirements for holding IRP leadership positions?
- Who do Combine members, Democrats, and RINOs want the next IRP Chairman, the next IRP National Committeeman, the next IRP SCC members, and the next county/township/ward officers to be?
- For decades, the IRP has made it very clear that it is far more interested in making homosexuals and other anti-conservatives happy than making conservatives happy — why is that?
- For decades, the IRP has made it very clear that a) it does not want Illinois Republicans to directly elect SCC members and b) it wants individuals who it dominates (county/township/ward chairmen and precinct committeemen) to elect SCC members. For decades, it has been extremely rare for SCC elections to be contested. Why is that?
- The overwhelming majority of the IRP’s base supports SB600, but the IRP increasing makes it clear that it wants to drive those who support SB600 out of the party, that is, the IRP increasingly makes it clear that wants to drive the party’s base out of the party? Why is that?
- Why don’t SCC meetings include public comment periods?
- Why doesn’t the IRP issue summary reports on what happens during SCC meetings?
- What specific criteria and what specific process did the IRP use to declare that “Mr. Martin will no longer be recognized as a legitimate Republican Candidate by the Illinois Republican Party.” What due process did the IRP give Martin? What appeal rights does Martin have? How will the IRP punish Martin? How will the IRP punish those who don’t punish Martin? The IRP has already constructively declared that anyone who supports SB600 “will no longer be recognized as a legitimate Republican.” What appeal rights do SB600 supporters have? How long will the IRP continue to punish SB600 supporters? How long will the IRP continue to punish those who don’t punish SB600 supporters?
- Why has Brady removed the IRP Campaign Code of Conduct (http://www.digitalvictorycms.com/_uploaded/347054-IRPCodeofCampaignConduct.pdf) from the IRP website?
- Concerning the facts on which the ethics charges against McKenna are based, what facts did the current SCC members know and when did they know them?
- Because so many Republicans are running in so many contested races in the February 2, 2010 primary election, why haven’t IRP leaders scheduled post-election unity events?
