(DIERSEN: I became aware of this big problem many years ago when I first asked the Illinois State Board of Elections to provide me with the number of Republican primary ballots that were cast broken out by congressional district. All votes taken by the Illinois Democrat Party (IDP) State Central Committees (SCC) and by the Illinois Republican Party (IRP) SCC must be weighted. To determine the weightings, you need to know the number of Democrat and the number of Republican ballots cast broken out by congressional district. The IDP SCC has to have Democrat weightings before it can vote on filling the Cohen vacancy. The IRP SCC has to have Republican weightings before it can vote on the IRP’s next Chairman and on the IRP’s next National Committeeman if/when Pat Brady resigns from that position.)

(FROM THE ARTICLE: I imagine if you’re sitting there at home reading these stories, watching them on television or hearing them on the radio then you must be asking yourself: Why don’t they just tell us the real numbers?

And that’s why I’m going to let you in on a dirty little secret known only to political insiders.

We don’t have the real numbers.

As strange as it may seem, Illinois keeps no running statewide tabulation of election results.

The State Board of Elections, which oversees elections in Illinois, collects no results on Election Night or even in the days afterward. The state’s 102 county clerks aren’t required to report any results to the state board before Feb. 23, which most will accomplish by mail. The state board will then have until March 5 to announce its official tally.

The only authoritative statewide count until then is the one compiled by the Associated Press, which put Brady’s lead at 420 votes right after the election but hasn’t kept the totals updated since then.

That earlier tally didn’t include the results from several thousand late-arriving absentee and provisional ballots for which the cutoff was Tuesday, two weeks after the election.

The only way for news organizations or candidates to compile a statewide total is to individually contact each of the state’s 110 different election jurisdictions and collect the numbers, which those jurisdictions are allowed to update right up until they are transmitted to the state.

Even Dillard acknowledges he did not realize this state of affairs until he found himself in his current predicament, relying on news accounts and numbers written longhand on paper by staff members to calculate where he stands.

While Dillard and Brady are wisely preaching patience until the process runs its course, I keep thinking matters wouldn’t be nearly so genteel if we were talking about a 420-vote or less lead between a Republican and a Democrat, whether it was to decide the governorship, a U.S. Senate seat or even which presidential candidate would get Illinois’ electoral votes.

Under those scenarios, we’d have the usual partisan carrying on and accusations, and voters would be rightfully demanding a real tally that they could follow as it changes instead of waiting for the final outcome to be revealed a month later.

With all due respect to our friends at the Associated Press, without whom we’d be helpless most Election Nights, there’s got to be a better way.

Part of the irony here is that this gap in our system seems most glaring at a time when our elections have never been better administered in Illinois.

That 420-vote margin, which even recently would have been deemed automatic grounds for a recount in a statewide race, appears almost insurmountable in view of the accuracy of current voting technologies and procedures.

Those systems were put in place in response to the Bush-Gore recount debacle in Florida in 2000, which exposed the shaky underpinnings of how we conducted our elections in the U.S.

The sad truth back then — in Illinois as in other states — is that there were so many holes in the system that you couldn’t be sure who really got the most votes in any extremely close election. Basically, everybody in the know just prayed that the elections weren’t that close, and when they were, they turned the lawyers loose to battle it out ballot by ballot on the basis of technicalities.

Illinois officials cleaned up a lot of that by eliminating the punch-card ballots and replacing them with more sensibly designed optical scan and touch-screen voting systems. Voter suspicions about the touch-screen systems were allayed by printouts that serve as a paper trail for anyone reviewing the results afterward.

By the general election this November, state officials hope to have a system in place to report those final official vote totals — the ones due three weeks after the election — electronically instead of by mail.

By the next statewide election cycle two years from now, we should take one more important step toward modernizing our election administration and insist they adapt the electronic reporting system to give us the voting results from Election Night to completion.)

And in fact, Hastert could have spent considerably more under the law if he had wanted. The office’s spacious rooms – part workplace, part museum – are in a modern, two-story brick building next to the Kendall County Courthouse. Other tenants advertise on exterior signs, but not Hastert. The glass front door to the suite has a sign reading, “Office of Former Speaker J. Dennis Hastert.” Inside is a handsome leather couch, framed photos of Hastert and then- President George W. Bush, autographed speaker’s gavels and other memorabilia. A bust of Abraham Lincoln occupies Hastert’s personal office, plus a Bible and a map of his old congressional district. Staffers now are sorting through documents and mementos from Hastert’s House career; handling requests for speeches he gives at no charge; and working with the J. Dennis Hastert Center for Economics, Government and Public Policy at Wheaton College, Hastert’s alma mater, Hahn said. . .The bottom line is $997,076 and counting. The figure does not include salaries and other expenses for the last month and a half, so the grand total has likely exceeded $1 million. Most of the money went to pay Hastert’s employees, all of whom worked for him while he held office. Bryan Harbin, an administrative assistant, now is paid $138,551 a year. Secretary Thomas Jarman earns $116,365, and secretary Lisa Post $101,000. The office pays other talent too. Some $38,000 went for services from Burnham Strategies Group, a campaign and communications firm in Geneva. It was begun by Hahn, Hastert’s former press secretary, and David From, his former campaign manager.)

Kirk Dillard attended the meeting but said fear of lawmakers embarrassing themselves or questions popping up in future campaigns shouldn’t influence public access. “I’m a big boy. I can ask my questions in public,” Dillard said. “And I didn’t really learn anything that I didn’t already have a pretty good handle on: The state’s broke. We can’t pay our bills. And we’re hemorrhaging jobs. Sadly, I already knew that.” Fellow GOP governor candidate Bill Brady, a state senator from Bloomington, missed the meeting, but in the aftermath he said closing off access seemed unnecessary. “It didn’t make any sense,” Brady said. “They made something out of something that shouldn’t have been an issue.”)

On his daily political Web site, GOPUSA Illinois, Diersen today comments on my offering: “DIERSEN HEADLINE: VERY SAD: Anti-religious Jerry Moore blasts religious Elmhurst and Wheaton.” It’s not the first time Diersen has called me on the carpet, and I don’t expect it to be the last. Nor is this Diersen’s inaugural comment on this topic – his last one was incredibly unnerving. In commenting on a newspaper item last week about Wheaton’s practice of offering a prayer before City Council meetings, Diersen wrote the following: “Needless to say, it is the epitome of hypocrisy for an anti-religious person to chose to live in religious Wheaton.” Whoa! SMITH: CPAC hasn’t even officially started and already its making news. Mediaite has learned that leading center-right web site Hot Air has been acquired by Salem Communications for an undisclosed sum. Sources close to the deal claim that Michelle Malkin, the conservative pundit and sole owner of Hot Air, has been in talks with Salem for some time, but the announcement was timed to coincide with the Conservative Political Action Conference, which opens tomorrow in Washington D.C. This is, among other things, a mark of how hard it’s getting to talk about “old” and “new” media, as one buys the other. (DIERSEN: GOPUSA ILLINOIS is a not for profit and it is not sale. (THE ARTICLE: It’s become a tradition. The day before the start of the Conservative Political Action Conference, volunteers gather in the main ballroom to put the blue bags — swag bags — together. Today, they had extra help. Mitt Romney, the former Massachusetts governor, stopped by the Marriott Wardman Park hotel and rallied the volunteers. How nice of him! There is, of course, a straw poll, and one that will ask a good question: if the election were held today, who would you vote for? — and Romney, one presumes, might want to get a jump start on his competition, which includes Gov. Tim Pawlenty of Minnesota, former Sen. Rick Santorum, Rep. Mike Pence, former speaker Newt Gingrich and others. Romney won the CPAC straw poll in 2008, and it was interpreted by the press as evidence of his ability to organize. (It’s always hard to tell where official Mitt world ends and volunteer Mitt world begins.) 10,000 conservative activists — most of them establishment, College Republican, credentialed — are slated to attend the three day convention, which begins Thursday. Glenn Beck delivers the keynote. Fox., CNN, MSNBC and C-SPAN will provide live coverage of the event at various junctures; the networks will send unilateral cameras. A radio row, featuring top conservative talk show hosts, will provide wall-to-wall commentary. CPAC has become formulaic, but people pay attention to it, and a good speech here by a presidential candidate can provide momentum for fundraising.)

SPOOF/SATIRE/HUMOR: At 3:00 AM this morning, a large bus filled with well-know local Republican simple-mined political thugs, yes-men, and yes-women pulled into my driveway. They all came to my front door and their leader, a very well known local Republican simple-minded political thug yes-man, showed me a suitcase with what he said was filled with $1 million in small unmarked bills. He said that he and his followers had raised the money from those who disapproved of me — mainly from Combine members, SB600 opponents, RINOs, anti-conservatives, people with skeletons in their closet, candidates who had lost elections, criminals, “rule or ruin” conservatives, etc. He said all those people blame me for all of their and for all of everyone else’s past problems, present problems, and future problems. He said that I am directly responsible for a) all of George Ryan’s and Scott Fawell’s problems and b) all losses that Republican candidates have suffered, especially Jim Ryan’s loss in 2002 and Judy Baar Topinka’s loss in 2006. He said that I could keep the $1 million if I would immediately and forever withdraw from political life including that I would a) never again send out an email, b) resign as the TAPROOT Chairman, c) resign as precinct committeeman, etc. He said that people who disapprove of me were sick and tired of spending all their time demonizing and denigrating me and shouting at people to stop reading GOPUSA ILLINOIS emails, to not attend TAPROOT events, to etc. He said that people who disapprove of me believe in killing the messenger who brings the bad news. He said that people who disprove of me believe that the only good Republican is one who does no more and no less than whoever has the most political clout. He acknowledged that for over a decade, one of Wheaton’s most wealthy, influential, and nasty residents had a) repeatedly and publicly threatened to harm me physically and b) repeatedly and publicly shouted that he would not give any money to Republicans until the party “got rid of Diersen,” but that such threats against me had not worked. I politely declined the $1 million offer and said that my record showed that I am involved in politics to defend and to advance the Illinois Republican Party (IRP) platform. At that point, he pulled out a copy of the platform, shouted that he had never read it, shouted that he would never read it, said the platform is the cause of all problems, and set the platform on fire. He then directed his followers to get back on the bus and said the next time he comes back, he will make an offer “I can’t refuse.”
